Status of Local data storage from EVE's

Created PPF and verified local data storage files for the stations.
The PPF data for these files is in /data/ppf/eve_local.

NOTE: (later revisions per jwm)
The PPF/Merge column shown below was added to indicate the ongoing status of
the creation of eve_local packet files.
	P	denotes the local files have been translated into PPF
		and placed in the /data/ppf/eve_local directory.
	M	denotes that these local ppf files were merged with
		the principal ppf directory file (in /data/ppf).
		That file is generated via the GOES ingest in
		real-time using the tcp_ppf program link with Boulder.
		On a nightly basis, the GOES file is updated via a
		merge with the /data/ppf/eve_rf files.
	V	denotes that the resulting merged file created with
		/rdss/pam/bin/merge_local was examined and compared
		with the primary ppf file (using both daystat and
		robot) and the 'best' file was subsequently copied
		back into the primary /data/ppf directory.
	C	denotes that the /data/ppf files have been converted
		again into the netCDF files on
		$ASTER/projects/SCMS95/results/covar.

local storage data down-loaded to date.

The PAM netCDF files are generated by executing the command:

/parrot/home/burghart/pam2netCDF/pam2netCDF /rdss/pam/eve/config/Master_Index 
file.ppf

where file.ppf is the ppf file in either /data/ppf, /data/ppf/eve_rf, or
/data/ppf/eve_local.

I have placed this into my (and aster's) .cshrc file as an alias 
called ppf2netCDF, used by executing

ppf2netCDF file.ppf

This command must be executed in the netCDF directory,
$ASTER/projects/SCMS95/results/covar for this project.  It appears 
necessary to be aster when executing this command.

Moved the existing pam netCDF files in 
/net/sssf1/aster/projects/SCMS95/results/covar to an `old' subdirectory
and created new netCDF files from the merged ppf files in 
/net/ppf.
