Facilities are available on a competitive basis to qualified researchers from universities, NCAR and other government agencies. The deployment of all facilities is driven by the scientific merit, capabilities of a specific facility to carry out the proposed observations and scheduling of the facility for the requested time. There are established procedures and priorities for requesting the use of these facilities as described below: The instruments and platforms listed can be requested twice annually. Due dates for receipt of requests for consideration are 15 December (for use of a facility between 1 October and 31 March of the next fiscal year) and 15 June (for use between 1 April and 30 September of the next fiscal year). For example, requests for use of a facility between 1 October 2004 and 31 March 2005 would be due by 15 December 2003; requests for use of a facility between 1 April and 30 September 2005 would be due 15 June 2004. However, initial contact with the facility managers (see Contacts below) should be made as early as possible to allow time for early discussions regarding the best use of the facility, feasibility analysis, schedule conflict adjustments, etc. Please note that deadlines are strictly enforced by EOL as well as NSF.
The NRL P-3 aircraft is actually managed and operated by the Flight Support Detachment Project Office of the Naval Research Lab in Patuxent River, Maryland. EOL only coordinates the requests for this airplane in combination with ELDORA radar requests. ELDORA was transfered to the P3 after the NSF Electra was taken out of service on 1 January 2001 by NSF.
